Description	The main objective of this assignment is to review the Early Childhood Development (ECD). Pre-Primary, Primary Education and the Capacity Development ETSIP sub-programs against original and revised work-plans and all strategies and policies developed since ETSIP inception and suggest a way forward with clearly defined priorities. The review will focus on the sub-sectoral progress, achievements, gaps and shortcomings against the original and revised targets and indicators identified in the program. In addition, based on the review, the consultants will make proposals for reprogramming with a clear indication of priorities to be followed to achieve the objectives of ETSIP during the remaining two phases, if and where needed.
